Zhao Jingwei also stated that the announcements of the Ministry of Agriculture, ConocoPhillips, and CNOOC have not resolved this issue with respect to mediation and mediation methods. If some fishermen fail to file an application for mediation, they do not agree with the mediation and the final settlement cannot be given a certain amount of compensation through administrative mediation.
