According to the requirements of Article 14 of the “Application Requirements for Cosmetics Administrative Licensing Application” of the “Regulations on the Acceptance of Cosmetics Administrative Licensing Application” (Guo-Shi Yao Xu (2009) No. 856), the compounded raw materials must be submitted in the form of compounding and should be marked The content of each component (in percent). Taking into account the characteristics of the flavor, the relevant issues regarding the application of flavor ingredients in cosmetic formulations are hereby notified as follows:

When applying for cosmetic formulas, if raw materials are used in the formula, the amount of flavor in the formula should be declared, and the type and content of the specific flavor components in the flavor need not be declared. The name of the raw material is named after the “flavor”. If at the same time the types and contents of the perfume components in the flavors and essences are to be reported, the certification documents issued by the flavor raw material manufacturer regarding the types and contents of all the flavor components contained in the flavors shall be submitted. If the document is in foreign language, it should be translated into Chinese and the Chinese translation should be notarized.
