On April 20, Shi Yanquan, deputy director of the Department of Science and Education of the Ministry of Agriculture, stated that during the 12th Five-Year Plan period, the Ministry of Agriculture will actively promote the research and development and application of genetically modified organisms.
Article 12 of the “Food Law (Draft for Soliciting Opinions)†drafted by the National Development and Reform Commission and the State Grain Administration jointly with the relevant departments of the State Council’s legal office cloths specifically states: “The research, testing, production, sales, and import and export of genetically modified grain seeds shall comply with Relevant state regulations. No unit or individual may arbitrarily apply genetically modified technology on major grain varieties."
In this regard, Shi Yanquan explained that the “Translation Act†of the Food Law (Consultation Draft) actually emphasizes the need to comply with the relevant provisions on the safety management of agricultural genetically modified organisms, rather than legislation to prohibit or restrict genetically modified technology.
Shi Yanquan introduced that there are two cases of genetically modified products approved by China, one is the approval of genetically modified edible crops for commercial production, and the other is the use of genetically modified agricultural products for processing imported raw materials in our country (12.18, -0.07,- 0.57%), including soybeans, corn, rape, etc. "There are signs on the market for genetically modified soybean oil, and so far, no genetically modified foods that have been approved for listing have had any adverse effects on human health. It should be said that the genetically modified foods we can buy are safe and can be eaten with confidence."
Peng Yufa, a researcher and environmental protection expert at the Institute of Plant Protection of the Chinese Academy of Agricultural Sciences, said that for the large-scale application of genetically modified organisms, a large number of scientific researches have been conducted at home and abroad for the past 20 years. These results indicate that transgenic varieties and non-transgenic varieties The impact on the ecological environment and biodiversity is the same, not because the genetically modified crops have additional genes that will increase the risk to the ecological environment.
"I am optimistic about GM technology mainly based on three reasons: First, it has an irreplaceable technological advantage in the cultivation of new varieties; Second, genetic transformation can be combined with many of the best conventional technologies, thereby greatly improving breeding efficiency; Third, genetically modified It is a rare technology that can meet the needs of the global population, resources, and environmental development. From the perspective of China's national conditions, GM technology is a new opportunity for China's development,†Peng Yufa said.
